That's an awesome question. Let me enumerate my personal favorites:
1. Photoshop - goes without saying
2. I've recently started using Affinity and it's goood, almost on par with Photoshop.
3. Nothing better than Avocode to merge PSD into HTML/CSS code.

You can check some novelties in the field in here as well at WebDesigner Pot and Creativebloq.

I use Photoshop as main working environment. Also I use some web-tools like stocksnap.io and unsplash.com for searching free photos, color.adobe.com for color organization and services like behance or dribble for some inspiration)
Here you can find more cool stuff which might help you - webdesignrepo.com

To create website, you need a text editer for your code, a compiler to compile and one web browser to test.

Currently, I'm doodling with this web design tool "TemplateToaster" . You may like to try . Very helpful in creating themes/templates easily.

In regards to your question, one of the tools I found very, very useful is Notepad++. Just think of notepad......... but on steroids.

One of the reasons why it's a good tool to have imo...is first of all it's a free Html code editor!!! Also it's not a resource hog and will not affect your computer's performance at all and it has a very lightweight download installation. It has a lot of cool options like a "tabbed interface" and one of my all time favorite features is "search and replace". For more info on this tool you can go to:

https://notepad-plus-plus.org/

Plugins are always being added and updated. Lastly just an FYI, if you are a "first timer" in the world of programming then it is very possible that NotePad++ may not be the best first choice for your text, code editing projects.
