A mobile website is a separate version of your desktop website and it is designed to be used exclusively on smartphone devices.
A responsive designed website is a website designed for use on desktops, tablets and smartphones.

3 years ago was a different story, but do people really make mobile only sites anymore? I thought everyone had shifted to using responsive design. Feels like asking which is the better handset in today's times - Nexus 5 or iPhone 5s.

Responsive design is the best way to do things. For wordpress, responsive themes are hurting the mobile plugins because you don't have to install a mobile plugin to have the theme viewing on phones.

Responsive site happens to fit to the best of sizes for all platforms which varies in accordance of the devices. While the mobile-ready web design is implied solely for cell phones and not for any other platforms.

A responsive web design is designed with keeping in mind the breakpoints of every screen. It is created in such a manner that it adapts itself to the every screen. On the other hand, mobile- ready design is created only for the mobile screens.
