If you want to use bootstrap then I think you should consider starting from scratch because bootstrap use one structure and your existing website's html use another structure so in this case if you integrate bootstrap in your existing site then your website will be such a mess.

But if you don't want to start from scratch then you can write device specific css media query. If it is just a information based website then still it going to be easy to make your site responsive but if your site is full of complicated structure then you need to give lots of effort to it.

There are two easy ways.

1.Adding bootstrap grid system to each and every div blocks and aligning them accordingly.

2. Copying all the content and making a new site using some responsive themes from WordPress.

I personally recommend the second option if you hate coding.

You don't have to use bootstrap to have a responsive design. More than likely you can keep most of the elements of your current design. I just spent 6 weeks messing around with this and figuring out to do. The key is a fluid design and then forcing the divs to stack on top of each other using @media { do this differently}.

I kept my 3 column design with a full width header and footer. My header image is 1295 pixels on a wide screen and will shrink down to fit the window of a low resolution smart phone or any screen width or orientation in between.

May I suggest you go here https://www.w3schools.com/css/css_rwd_intro.asp and read and play with the entire section of CSS responsive.

Then we can discuss what they don't tell you. You can even have a little cute Hamburger Menu if you like.

No bootstrap, no remote calls to CSS files your site runs without delay waiting to load something from the cloud.

Use Bootstrap if you want to covert your website from Non-responsive to responsive
