allow users to up/download files

I am looking for some advice on what the best/most efficient way to allow people to view/listen and up/download files on my website.
I have DW 2004 and testing CF MX 7. I'm thinking that building a web app is the way to go and simplify management of the files, but I am worried about the fact that the DB will only send/return data to CF. Can I then use that data in DW to find the correlating file name and download it? And tweak that to allow uploading too?
Any help or suggestions are welcome.

Are you storing the files in the database?
I mean, when a user is trying to download something from your website wil he download that file directly from your database?

To answer your question I will be storing these files in a DB elsewhere. At least thats the goal. It seems that would be the best for scaling up.I am looking at different CMSs but have not settled on any particular one.
Any advice on what to look out for?
I would like to also keep tract of who and when posts and downloads take place.
Is there anything I could use from the Exchange site?

Easiest (but not the cleanest) way to get data into the db is to read in the file after the upload steps from above, and INSERT into your DB using cfquery

My suggestion is to store the files on some folders and store the path into the DB (to keep the file size of your DB minimum). Another advantage is if you want to move your files to somewhere else or some other hosting it would be easier to change the path on DB. You can host the files to some file hosting and change the path on DB.
