Im my opinion it really depends...what your purpose is

For Blogs I say wordpress.

For Robust website CMS - I say Joomla

PHP is popular not because its better. Its popular because its simple to learn. Thereby its popularity is reseserved mostly to simple applications and users market.

However, PHP is new and more buggy. to start with it requires much more CPU resources.

You can also not compare the number of free open source CGI scripts out there with PHP, CGI has been longer and this is why its better in terms of resources and program stability.

And by the way if you know PHP, it should not take you more than few days to learn CGI, they are both Perl... Just that PHP is a simplified interface.

Modx is the best I have ever used, and I have tried almost all of them. Joomla is horrible! all the sites look the same and it generates crappy code.

Modxcms or e107 because it's very easy to adapt a template for them. If you want to make a portal then Joomla or Drupal. If you want a blog Wordpress. If you are a programmer you can learn and adapt any of these to fit your needs. For a quick job I prefer modx.

I use Cutenews for my blog. Fast, simple, and small. I personally love it better then wordpress, but thats my preference.

Both PHP and CGI are powerful web programming language.
CGI is old but low resource on server
PHP is easy to use, most favorite webprogramming language but eat alot of server resource
