Broken Link Indicator file:/// ?

I'm a newbie learning Dreamweaver 8 from VTC.com. The instructor said that when you see a file designation that starts with "file:///" you can be sure that the site will experience broken links when uploaded to server. Currently, when I preview my site in a browser (Safari) the address listed in the preview url bar starts with file:/// and is then followed by the actual path. Do other Dreamweaver 8 users have that designation show when they preview in the browser.

I'm confused because I've got a site that is brand new with only one page, "index.html" saved to the root folder. The page is blank with no other pages on the site and with no links whatsoever associated with the site. When I preview the index.html page, I get the file:/// designation.

Have I misunderstood the instruction? Thanks, in advance, for your replies.
