Best Forum System
Assuming no budget constraints, what is the BEST online forum system that meets these requirements:


1) Not insanely difficult to template. I will want to change around a lot of stuff. Its is easy to template Joomla or Drupal, everything will be ok.

2) Uses PHP/MySQL and runs on a Linux server

3) Is fairly easy to create hidden forums that are available only to members of a certain group.




VBulletin? Invision PowerBoard? Simple Machine Forums?

...phpbb won't work because its not easy, or impossible to setup permissions based grouping.
