The submenu's are most probably generated with some javascript mouseover effects.
It could also be very extended css.

If you have time, just learn how to impliment the CSS, dont pay someone what you can do yourself cause any amount a designer will charge you is too much.

You can always buy a JS menu generator for 50$ - they often have similar templates.

You can download it and use it after little / no change.
