Both use essentially the same design. The main difference is that the top nav.

A couple questions - which top nav do you prefer?

And as the site first loads, I see a grey block in the header (right side). It's like the bg there is grey, and you see that grey until the image loads. Any way to get rid of the grey?

The nav menus are the same. The only difference I see is the scond one has ads, a search box and a banner. It looks cluttered and out of place there to me.

I don't see any grey block on as the first site loads. Only the grid background.

P.S. Did you get my PM on a related subject regarding this forum?

The grey block is the background color for that table. Change that to #FFF (white) and everything should be fine.

I believe the main difference between the two sites is the header. On the webmaster forum header the tabs/functions are included where as on ScottsTokyo they are separate from the header.

I like the webmaster header better.

If you really need ads and banners none of the designs helps so much in usability and aesthetics terms. But when it comes to forums it is really difficult to make the design that satisfies every preference. Anyway, to answer your question, I prefer http://www.scottstokyo.com/forum/

I like the webmasters one best, maybe add a little mouse over effect on the text, so it sticks out more. (ACP > Styles & Templates > Select Style > Edit Main CSS)

Personally, I have 2 navbars on my DJ board (link in sig). we got lots of stuff that needs to be up there. The main stuff is is in the header template which is the first navbar you see the smaller navbar is in the navbar template. Works out well for us.
