What type of images and royalty free images do developers and webmasters need?

I was talking to a colleague that is a web developer, administrator and template designer and he expressed frustration over the "royalty free" licenses that exist and limit him from creating and redistributing templates for things like Joomla, Wordpress, etc. It turns out, the $1 images available on places such as iStock are only for one time use. If you want an unlimited use license, it will cost about $100 per image.

So, the question is, do developers need a resource that will provide a license that is "royalty free" for them? Perhaps someone that can provide 100-150 high quality professional stock images that are all of a certain type, such as real estate images, panoramic landscapes or people for technical support and the like?
