Yeah cute but note very practical (or accessible), although for the average to experienced category of users it is usable.
Not worth $10,000 imo but some atists charge a lot for a few illustrations like those.

the most complicated part of the whole site is the shopping cart and that kinda stuff with buying online.

Yep its a very good design with shopping cart. Worth around $10k. I think its a bargain cos there are loads of cartoons to justyfy the cost alone.
The fact that its very unusable does not factor to newbie clients
No offence Jazzee but you or I doing a site like this would most likely need to hire a cartoonist and if she/he is reputable would need to charge about $3000 for that many images (if not more). And if you need a coder to do the shopping cart he can charge $100 per hour.

I would bet that you could duplicate that site very closely, using free images (legal ones) from the web and a simple free shopping cart program.
It might take you a week , off and on to finish it.
How much do you make in a week?

Often the customer does not want stock pics so why limit them if they want a brand of their own. When Peugeot ask Enzo Ferrari to design cars they don’t pay him the same as Peugeot designers nor do they say "no thanks Enzo ms clip art should have a free design we can use".

It is worth that much, it's completely bespoke, unique, not some template monster crap. Quite different to the plethora of document style sites.

fusion 10,000 just to be unique?
As mentioned the most costly part is probably the illustration, followed by the concept creation by an imaginative designer, and then the coding - which is expernsive even though they probably had an easy time coding it by clicking buttons in dreamweaver!
Some clients will have set a side a big budget for the website because it is so important to their success and they expect a high return for the investment. It is worth more to them than the cost of developing it.
At the end of the day if the client can afford it and doesn't object to such high prices then charge high prices!
