How to make RSS Feed for other publishers

Hi,
i have bookstore website including an article directory. i want to know how to make a script either in java/php to create rss feed for others website/publisher for having fresh content for them.

Just like given below website provides fresh content to other publishers

Let's say that you have a given php page which would offer the news. I think this is not the strongest point in the challange, but this is the last point since all you need to do is to offer this code to copy and paste and you are done.
