I created almost all of my sites. (all except one for which I used free template). I think I'm pretty good in CSS and XHTML and when it comes to php there is a lot of free scripts available for download so I,m using them.
For my web site design and development I'm always trying to use free resources for something I'm not able to do by myself whenever it is possible.

I used to dabble in coding from the ground up until the world of CMS's was opened up to me. Now I just concentrate on the template end of things and let the talented people who code CMS worry about internal workings. Why re-invent the wheel?

I can follow code logic pretty well, and can adjust just about anything to fit my needs.

I guess my answer would be:
Yes to design.
No to coding.
The people at Joomla and WordPress help me, big time! lol

I pretty much work only with freelancers when I do outsource the work. Companies try to charge too much and outsourcing to guys that feel they are getting rich over $50.00 seems to be the way to go. I am probably going to outsource more often and spend most of my time on just marketing the websites here on out though. I'm not fast enough to make it worth my time.

Speed and time isn't so much an issue with me (in most cases) as much as my pricing. The problem I have is some guy with a copy of FrontPage comes along behind me an undercuts my pricing by several hundred dollars. Tells the client everything he wants to hear and gets the job. (Usually ends in disaster for the client)

I now offer 2 pricing tiers. Custom template, or purchased/free template. If I can save myself the time of creating custom templates, then my pricing falls into place with the FrontPage guys.

Yes I designed my site and coded. Of course its all Flash and Action Scripting. However my business partner wrote the mailfroms in .cfm. He's the coder.

I would only hire someone for flash work because I don't do that stuff.. I do all the xhtml/css/php(+codeigniter)/ajax myself.
