yes they arent required to but they should be able to
also they should be able to see whats wrong on a page just by looking at it

this required alot of experience to do that but its good if they can do this.

in my opinion a designer should know the basic in web design their future expectation for the firm at least for 5 years and should be creative and motivated.

I guess the real question here is are we talking about Designers or Developers?
A good Designer these days doesn't really need to know how to build a site, as just about any design they can come up with can be reproduced with creative uses of CSS positioning and slicing, although a basic understanding of how pages are constructed can be useful. What they do need is a thorough understanding of usability and accessibility as these are fundamental parts of any good design. No matter how pretty a site is, if it is unusable then it may as well just be a big page of text. They also need to understand color theory and typography, and be adept at transforming the garbled mess that is the client brief into exactly what the client didn't know they wanted.
A good Developer needs many technical skills, and the more experience building sites the more expertise they will have. There really is no substitute for experience when it comes to choosing a good Developer.
If you find someone with both these qualities, then you have found that rarest of creatures, the Web Architect, and it is your responsibility to capture it and preserve it for future generations in some exotic Internet Zoo, along with that fat kid with the light sabre.

Good web designer must have the creative idea,and can orgnize the content in very easily-visit way. he must understand HTML,CSS,and SEO,and also some basic script skill. he must have make the site clean and visitable.

for me , i think its experience + talent ,, coz talent makes the designer more creative .. lol what's the difference between 2 designers , its how they r experienced and how each of them is creative ..

What determines a good web designer.
1. When landing on a web site, the colors must be appealing - either complimentary or contrasting, but appealing to give the visitor either a sense of calm or excitement.
2. The purpose of the site must be obvious.
3. Well spaced text and not too much of it. When I visit a site and I am bombarded with a million words up front, I just cringe.
4. Excellent navigation. It should be easy to visit pages and never having to use the back key.
I believe that creating an elegant site means keeping it simple and easy to navigate even if it a complex web site. The qualifications to be a good web designer would be great organizational skills, an eye for colors, and of course knowing the basic technological aspect of designing web sites which is being familiar with html and css is necessary to make a web site look good. Having a background in art would not hurt either.
I have been designing web sites for a few years now. Once I learned html I was hooked forever. These days I use templates to make my life easier, but even with templates, a tremendous amount of work if required to make them look appealing and knowing html and css is a must. I am a freelance web designer and everything I know I learned from books or by getting answers through the web. Years ago I created a web site for a customer, but I mainly create web sites to push my current passion which is internet marketing. Mr Chickadee is my latest project - I handle the web site design and graphic aspect of it and my daughter is the writer.
Although I have Dreamweaver, I like to create web sites from scratch. These days I use free templates. A lot of nice free templates can be found at http://www.oswd.org/ which is where I got the MrChickadee template
