I think a designer should be able to understand the audience of the website and help his/her customer to achieve what the customer want from the website.
The design could be very good according to the customer but if it fails to attract audience or if it repels the visitors; then how good is that design?

Yes, I agree, it's important to focus on what the audience wants and needs otherwise it's a waste of time and they'll leave within seconds of their visits. Thus, research the need, provide what the audience wants, make it look good and easy to navigate and offer freebies
