Visual Studio 2008 is a good variant.
With Visual Studio 2008 you can create and open applications targeting .NET Framework 3.5, 3.0 and 2.0. The File - New - Project / Website wizard provides you the drop down to chose the framework version to target. Based on the version of framework you chose, the relevant templates, references and toolbox get generated.

Yups I will also prefer you to move to VS2008 directly and Ajax extensions are inbuilt there

I would advice using the Atlas framework provided my Microsoft, its built on ajax platform, and its very easy to use and can be incorporated into your code without any hurdles.

Official Site of ATLAS : http://www.asp.net/ajax/default.aspx?wwwaspnetrdirset=1
