From my limited experience I'm not sure that submitting to a lot of directories in a short time is that harmful. Changing anchors and text would assist here.

Listings in directories can take a long time to get picked up by Google, many months in my experience, so 400 submissions could take a year to flow through and during this time you can work on other linkbuilding techniques.

Also it would seem to me that the PR0 directory you submit to today for free, could be the PR5 directory wanting $50 in two years time. And your link is there, permanent and indexed. Though it may not be all good as a fair proportion of directories sink rather than swim.

BUT if you were accepted in 400 free directories and 40 of them morphed into PR3,4,5 in the future, then I'd imagine you would be very happy.

Just my 3 cents worth. Everything takes a long time.

Submitting to directories is very good especially taking advantages of free ones, though you may not get enough visitors from those directories but it will help increase the number of your sites quality backlinks.

I Thinks Yes the Directory Submission is still Good for SEO. Directory submission is useful for Listing the Keywords and Getting the Back links.
