If you wasted your time posting to the many thousands of free directories operated by fly-by-night operators then chances are you will not see much if any results from your efforts. Directories are not the gold at the end of the rainbow for links. You have to know what to look for in order to obtain a link.

There are definitely good directories you can submit to and you will not be penalized for submitting to directories. Unfortunately it can be difficult to determine if a directory is going to be around for a long time, and well maintained, but some will. There are still lots of people that submit to directories, and are getting ranked for the anchor text they used.
And the same thing is the case on forums and article directories and blog commenting. There is plenty of junk out there. Getting overly involved in just one method, or having no disregard for the quality of your links could hurt you over time. So make sure you try to find ways to seek links from quality sites. For example, I know that google likes the Yahoo directory, because they have a strong editorial process. If you are going to get links from lower quality sources, make sure you are also getting some high quality links as well.
Good luck.

Often free submissions to directories have a long wait time (months) for approval. DMOZ can take up to a year or more to have you link reviewed. Directory submissions can be good for complementing your linking strategy, but should not be your primary source for links. Try to diversify were you are getting your links from. IE social bookmarking, blog commenting, article writing etc.

There could be any number of reasons that you are not seeing backlinks. In addition to the above, which places the blame on the directories, there are the following user issues which arise.
1. If you used the link: command in Google. It's not updated often, and it shows only a small percentage of your total backlinks. If you did use this, then instead sign up and use the Google Webmaster Tools. They have a far more comprehensive backlink history for you.
2. If your submission information was badly worded, then you probably faced a lot of rejection from the directories. This is all too common. I see this all the time at other forums, where someone complains about submitting to thousands of directories and gaining no listings. This is a submitter error, and the directories were quite right to reject the poorly submitted sites.
3. Your website was incomplete or under construction, lacked unique content or is a type that isn't accepted by directories (1-page sales sites; adult sites; pharmaceutical sites; cigarette sites... etc).
I can tell you that I have no problems gaining high acceptance rates in free directories, which do show up as backlinks soon after submissions have been completed. True, I choose the stronger end of the free directory market (aged/established directories who aren't likely to disappear overnight and who are also active at approving/editing submissions), and that has been suggested to you by the posters above.

Directories are good if they are not spammy.
I have seen several webmaster creating their directories which hardly last a month.
So be careful where do you submit.
You will get the backlink soon. Wait for a time

Exactly free submissions to directories take a long time for approval. It can be good for your site, but you have to also concentrate on other ways of link.

I agree free directories take a long time. Sometimes I feel it's a waste of time. For quicker indexing and backlinks I think social bookmarks is better.

I don't agree that Directories do not have any importance in the optimization of one's site but these are not gold nor the only source to optimize. backlinks are generated through link exchanges to other sites and not directory submissions .

It is right to submit links in the quality directories. But is is not easy at all if we do not pay a "big fee"!

If you want to gain backlinks from directories, then my suggestion is;
- Submit your website to only quality web directories.
- Pay for it if needed. Pay to Yahoo, BOTW, Businss.com,... They worth its cost.
- DO NOT submit your link to free, spammy, reciprocal directories.

More scary if those directories are built on high pr domains (soon to drop) and the submitters are paying for the listing...

Patience is key when submitting to free directories, make sure that you diversify your link building though. It's not good to have all your links come from one place.

As Josh Jones said you need to use different methods of link building, or you will be penalized.
