Even if that was the case something new will come along. Webmasters/Directories would just alter or find a way to get around it. Some people say "links" pages are worthless cause Google has a filter against them so people started using "resources" pages instead. Webmasters will adapt.
Personally I think your theory is absurd, I think Google has much more things to worry about than a quality directory passing PR. Why would they stop that anyway? Why not go after bigger fish first..... like Internet marketing sites.... but why??? Why would Goolge want to stop promotion on the Internet? THEY WON'T !!! Google is much more concerned about abuse and deceptive techniques rather than trying to block PR from legit site(s).
Because PageRank is meant to determine the quality of a page. By using paid directories you are in fact buying PageRank. And that means that the Google index will become less accurate. Google will try to prevent that in some way. I think you can be sure of that. I'm buying directory listings myself mate, but you gotta be realistic. At some point I think google will take action.
If i dont submit to directory , where am i going to get/gain Link Popularity (backlink) ??? Link exchange ??? if i dont have a proper PR , noone will exchange link with me.
I think as long a directory is well organised, it is worth submitting. It give us a backlink and also at the some time it passing some PR(although PR is not that important anymore) to my site.
I still hopes that directory can alway play a part in google.
If you can't outrank a directory (which is usually a page several levels down, not SEO'd very well) then you don't deserve to be in the SERPS.

What makes you so sure? Most directories provide quality content, isn't that what a search engines are all about. Why would Google stop "paid directories" and not reciprocal directories, links and resources pages? Why not penalize every site on the net that has an "advertising" section, they all must be selling pagerank? SOMEONE ALERT GOOGLE THEY MUST NOT KNOW ABOUT THIS! OK...... Actually there are real facts although the SEO world is ever changing many SEO's use proven methods and I fully agree it can be a big guessing game at times.
