Whats the problem with dynamic URLs like this? The SEs index them fine.

I don't know ... i'm pretty sure the pages are indexed quicker and better with static URL.

Look for example:

"Then again, there's the search engine's point of view. It is the biggest benefit to have well named pages. Most search engines, like Alta Vista and Yahoo, do not traverse pages with question marks (?) in them. Traversing such pages could cause them to enter into an infinite loop. By converting your dynamic looking URL to a static page, every search engine will index your site. Once your website is indexed, your next job will be your website optimization (Meta tags, optimized code, etc.)."

That is way out of date. If you really want static urls use a mod_rewrite.

Why not have the program generate static pages instead of mod rewrite? Wouldn't static pages be better?

I think is more easy to use mod rewrite.

Yes. Is easy to use mod rewrite. Is also easy to not even bother. Is easy to realise that search engine also cache dynamic URL.
