Your site has to be a good one;
Listing in correct category and subcategory (where apply);
Accurate non-spammy (not just a sales pitch) title and description;
Many directories wants explicitly unique description and title;
wait wait wait or pay to get faster approvals.
Hope I covered everything correctly.

When you do DR submissions it is important to make sure your website is in the proper category for the submission. If it is not then you will have to resubmit to the appropriate category. An important thing to realize, is it is better to manual submit your information rather than using a automated program to do it...at least for your site in the long run.

The main thing you must consider that you are submitting your website in the proper category which fits well. Second thing, your title and description must follow all rules of the directory where you submit your link.

I don't think description or correct category come into it at a quality paid directory. If the site has unique content I couldn't see an editor rejecting that site because the submission is in the wrong category. As far as description goes editors will re-write it anyway.

I think it totally depends on the directory. Some will accept anything someone pays for (though these may do more harm than good to you), others accept only the very best in a category, others something in between.
I suggest just looking at what is already listed in the directory for a quick impression and if it looks promising, check the guidelines.
If you are asking more generally about what the moderators would consider a quality website to be, I think the 3 most important factors are:
- good content (good quality information, good writing, hopefully some original or unique content)
- good design (attractive and easy to navigate)
- not too much advertising
The one thing they will probably not like is a site that is mainly advertising or promotional material.

Just supply the information that was asked correctly, for free submission putting a reciprocal link would be a great help they will prioritized your site compare to other that has none.

Well, if you are talking auto-approve free directories - submit anything you like.
If you are talking good free directories - make sure you follow their guidelines to the letter.
If you are talking paid directories that may not have top of the range editors - submit anything you like.
When you get to quality paid directories, you will find first and foremost that a quality website is required. Some of these will rewrite your titles, descriptions, and re-catergorise your submission if they think they need to. Some will reject outright if you haven't made any attempt to follow guidelines.

Pretty much all high quality directories are not fast approval web directories.
Why did i say this?
Real quality web directories actually review each and every submission for a quality check against there own submission guidelines. Sometimes they will rewrite the title and description for SEO purpose's.
Fast approval web directories i try to stay away from because most of the time they approve all listings without reviewing them for a quality check. Just by searching web directories lastest links tab, you can get a general idea if it's a quality directory or a directory with keyword stuffed titles and descriptions.
This just my

if you want quantity then you can submit your site any site,But you will get Quality then you did submit only Good PR site.The best method of Approval your site,then you will put your links only related theme category & reciprocal links..It's fast approval & rejected chance is very low...

No decent directory takes page rank into consideration when reviewing a website for submission.
