The problem is finding editors who can follow the guidelines. An editor that can't, does more harm that other editors have to then spend even more time correcting the mistakes.

Also finding honest people.

Would be easy just to let anyone and everyone loose, but then, as with Wikipedia, you would find many people just going over the stuff to make corrections of spam, wreckers and those who put in facts that arn't right.

We don't initially screen out all the bad applications, we find some later, but the high standard keeps most out but also debars some people who would make good editors.
