The blanket submission and posting of a standard submission to a high volume of directories will inevitably harm your SEO efforts. The main search engines are discouraging "clutter" by the posting of identical submissions to hundreds of indexes.

However, posting bespoke, high quality information to directories will still assist. Aim for 5 - 10 good quality submissions per day and your ranking will soon improve.

Atm i think web directory submission is the top legit way to get links, without spamming and having your link placed in relevant content.

The quality of the backlink from directory comes from the quality of that directory. If those guys accept any kind of spammy content without verification just because someone paid 10 bucks, it's bad business.

If they verify the quality of the websites they add than it's good to go and highly recommended. Otherwise can do more harm than good.

Is web directory submission really dead for getting back links?

How about good PR web directories?
How about new directories?

Should we continue using this method to gain back links?

Thanks very much!
as per my knowledge what makes difference is selection of web directories with High page rank.

No not really but it would strongly depend on the page rank of that directory.. If the pagerank is high then its great to get a backlink

PageRank in the Google toolbar has not been updated in ages. How can you use that as a gauge of the quality of a site? Google's internal PageRank of the site could have gone down since the toolbar was updated.

Whether others still speculate that it's good or not, I would still continue to submit to quality directories, it wouldn't hurt.
