webmaster forums. Post it on all webmaster forums .. then if it's a good directory people will submit then after a while no advertising will be needed.

Yup, because most of your customers will be webmasters.
And try business/commerce sites as well.

I think it really depends upon whether you are looking for submitters or browsers/users. Most of the suggestions so far are targeted to submitters IMO. SEOs/proactive webmasters will find you if you get listed on a few 'directory of directories' lists.
Reaching the other segment will require a bit more work (and/or feature to your site to compel visitors).

Well, your domain gives me the impression that your directory is a gaming niche directory and I don't have anything related to gaming. But I just took a look and see that it is a general directory. I'm guessing your domain may be confusing a lot of people who would otherwise be interested.

well its not a gaming directory lol, i have all the categories like an ordinary directory, its just an addition to my forum, nothing big, i just attached it to my forum as an extra, i know many members of my forum has websites, i gave them a chance to submit their sites in for free, and i will be giving out free featured listing to my members soon.

That would be good. The price is high but you get things back from the site.

Build your directories PR and make it worthwhile. then post it on any of the webmaster forums. Seems like almost all webmaster forums have a directory topic now that you can post too for free, v7n does.
Then try some niche sites. There are hobby and fan sites for every hobby and form of artwork out there. advertise on myspace music sites and allow the bands to submit for 'free' or 'discounted'. Same with tv show fan sites. I started a forum for a tv show and the majority of the members there have their own fan sites as well. So of course, they should submit to the directory!
