But new directories, won't provide any of those things. It's hit and miss, and 99% of new directories will amount to nothing. The explosion of directories since scripts like PHPLD have de-valued directories as a whole. It is now very easy to set up a directory, too easy for someone who may not take the project seriously.
Most new directories are no different to "Made For Adsense" sites - they are simply attempts to make easy money without adding value what-so-ever to the internet as a whole. The free ones, are pointless because how will they be promoted? They won't is the simple answer.
If you look at lists of quality directories such as:

Most are old and established, ask any SEO company where the value in directories is. They will say in the top established directories, brand new [phpld] directories do not play a major part. I think I can count on one hand the number of phpld directories that have made a concerted effort at promotion.
