If you are looking for traffic, then you should do link exchanges only with sites with the same niche/topic as you.

Reciprocal links are out, so you might think of a better strategy. Submit your site to all the top paid directories and wait about three months, then come back and invite webmasters to join your site. Then only include the best original, spam free sites in your directory.
