What do you think, is it fair ?

ok, (so) I have this question and it keeps bothering me because I couldn't be able to find the answer for myself

If I am the owner of a web directory site, is it fair to start adding sites to my directory if the owners of those sites didn't submitted their sites to my directory?

I'm talking about sites such: microsoft, adobe, amazon and so on...

What do you think?

there is no harm adding these website in your web directory. some times i have seen link page with quality websites have higher PR then other.

These types of submissions are fine as long as they don't redirect to a different page or a mirror site.

There is nothing wrong with adding sites to your directory. In fact it is what you should be doing. Adding quality sites helps your visitors as well as show the search engine that you are a quality source.

Now, what about the rest of them?

If I'll start adding sites in my directory (just quality sites) and after a while the owner of that site wants to submit his own site in my directory in the payed section and he sees that his site has been already added but in the free submissions section ??

What then?

Would that be fair anymore??

Please, give me some thoughts here!

then you are screwed.
I thought about that with my blog, and night club submissions.
What I came up with was everyone would be in the general listings for free, until I reach the number of 124 listings.
First page submissions and features are always paid.
However, I am starting to drop a few of the listing and replace them with others.
