I do not personally pay attention to PR. I know it is a factor, but it is not the main one. Just one of many. We have two sites that have low to 0 PR. One is number one for its keyword, the other is number three. Content is what we work on.
What you can do is go to the several different directory listing sites and submit to the high PR ones only. That will eventually get you where you want to be. How many it takes, do not know. I see several different postings about how to calculate that, but not sure of the accuracy of it.
I am sure someone else here can give a difinitive answer for this. My opinon is to simply link as much as possible to the most relevent sites to your site as possible. PR helps, but is not the bottom line to traffic. Traffic is what you need more than anything else. In your own keyword, check the PR for the top results in serps. PR is probably not that high for the top listings as a general rule.
Google guy has recently blogged if sites that manipulate PR should be turned in to Google. Probably not a good indicator for PR sellers. Recent years has shown more and more high serp sites with little to no PR. The algorythm is changing to deal with manipulation.
There are many other building blocks of which PR is just a part of to get your site noticed and solid serps.
