To allow free links or not...
I would think that reciprocal links are the way to go if you are going to give free access to your directory- any thought?

What about having two directories? A free one (with featured paid links) and a paid one.
You can then use the free one to further promote your paid directory.

That's what I'm trying to do.

I'm not exactly sure, but I think you should write everything in one post instead of creating several ones... it might get you in trouble (I think).

I also believe your question is a little off-topic, but if you want to create a simple website with a program, you should use Frontpage or Dreamweaver. They're quite newbie friendly.
I'm not sure if that's the information that you were looking for or not. Hope it helps.
