That's not entirely true. The number/quality of backlinks is dependent on the competition for the keywords one is trying to rank for. If someone is trying to rank for a keyword with 20 million results, directories won't help much. However, being listed in directories does help if the keyword competition is 2 million or less. Regardless, backlinks typically don't hurt a site.

The sandbox is a myth, where about half the people believe it exists while the other half thinks it does not exist. I personally don't believe it exists. Link popularity will get a site ranked, regardless of its age. But if the only backlinks being developed are from the site owner, chances are the "sandbox" is just a fancy term for being too lazy to promote their site.

I know a few people that provide directory lists, including myself. None of the people I know have their directories planted in their lists. In my case, my free directory list is part of my pay for review directory. My social bookmarking list is also part of my web directory.
I'm sure that there are some people posting directory lists in forums that have their own directories in the list. But most of these directory lists are free directory lists, so the submitter gets what he or she pays for.
I just want to be on record saying that not all lists are created equal or with ulterior motives.
