What Category should my site fall under?

Your web site must be listed to the most appropriate category which in your web site case is Forum category.

Listing your web site in other categories would not help your web site or the directory owner site who accepted to list your web site link in the wrong category, its considered as spam directory and your web site as a spam site.

Most directories do have Forum as a sub category under computers, internet or webmaster categories.

If you can not find forum category or sub category then submit to internet or webmasters categories which i do not prefer neither as a submitter or as a directory owner or/and use the category suggestion link if its available in a directory and suggest a category for Forums.

Lastly, not all directories are general, some are specific to one topic and indeed they might not have and not willing to have a category or sub category to fit your web site content, such directories are called Niche Directories, in such a case just pass and look for another directory to submit your web site link to.
