setting up co-location hosting

A friend and I currently do web hosting for quite a few clients. We are looking in to expanding our server, and thought about load balancing and co-location hosting.
This would be nice so that if a server went down at one location, the other server could still accept all of the requests so there is no downtime at all.

I'm wondering if anyone would know how to set this up.
current server is running win2k and apache.
we are looking in to win2k3 also
