Looking for VPS host that has NO restrictions AT ALL

I would like to emphasis what I am looking for:
1) Host that acts like a a pure host and not trying to be the Police - no limits on running IRC related stuff (such as psybnc with multiple connections, or maybe even private IRC server)

2) Unmanaged - I wont pay for any kind of management AT ALL.

3) At least 5GB storage and 256mb guaranteed RAM - so I can have enough space to try out things, like java development environment, php, webserver, CVS development sync tools, forum or whatever I want without worrying about running out of space.
10GB would be preferable, so I can host FRAPs movie of a game for my clan, or third party tools, or whatever I find proper.

4) Last but not least - I want it not to be much more expensive than the limited irc shells - so I dont want the ones for 20-30$ a month.. 9-15 is max.

Oh, and having 2 IPs would be very nice and useful but wont pay extra for that.
