100% uptime can exist over a short period of time but not always....
Every host go down for maintainance and other activity for some short period of time
And this report can be made even monitored by third party by using different technique

It's not possible.
e.g. There was a fire in Seattle, Washington that knocked out one large payment processor and a number of other large sites just this month.
One site owner had a backup strategy in place and it still took a few hours to get back up and running.

I think it's not possible for the whole year that's why most of best host give you 99.9 % uptime guarantee.

Try to be realistic, the uptime figure is a sum of network uptime + server uptime.
You should know which network providers your hosting provider uses,
and naturally that uptime figure of a properly configured and managed dedicated server is higher that the uptime figure of a server with hundreds of shared plans.

Webhostingstuuf is a trusted source as far as I know that is truth. The only think you need to remember about: That is an index for the main web site of the web hosting company which might be hosted on the premium server.

Just because a hosting companies website has been up 100% of the time for the past year does not mean that all of their servers have...

in all honestly 100% uptime over an extended period is a bad thing, not good.
If a server is not upgraded, or software updates and security patched implimented what good is the server? and what needs to be done to perform most of these? reboots which cause downtime. planed or not downtime is downtime.
having a 99.8 - 99.9 % uptime (notice not 99.99%) is exceptional, it allows approximately 1.5 hours a month of maintenance time.

It can be possible on monthly basis.. but at times server need root for software or kernal ugrades ..which is important for server security..so 99.99% is best and more over possible.

I do understand what you mean by that, but most of us are referring to a monthly 100% uptime. However, it could be considered unhealthy for a server to have 0% downtime for a full year.

It would be quite expensive to get near that it would require multiplical clustered servers and you would still get 99.99999999999999999999999999999999999999999999
99999999999999999999999999999999999999999999999999 99999999
9999999999999999999999999999999999999999999999
99999999999999999%
(sorry about all the 9's but you get my point

http://www.webhostGIANT.com has a 100% uptime ranking by WebHostingStuff. Perhaps you should contact them for your testing. I highly doubt you could penetrate their systems.

we restart and do maintenance on a set day each month. even monthly it should never be a perfect 100% usually consists of just a reboot. 2-5 mins downtime per 30 days

If your site was down for 2 minutes each month then your uptime would be %99.9953704 which would round up to %100 by certain tracking sites.
