Its more over the provider that satisfies your and your sites requirements completely.

Out of the list you have it would be: Reliable (99.9%+ Uptime). However quality support and reasonable prices are very important too.

Unfortunately, with the rise of newer, smaller hosts there has been a lack of support. In fact, even with larger multi-million dollar hosts you sometimes have to wait 5-10 minutes to talk with someone on live chat.

I second this request. Without this information it is very hard to give a recommendation. If you do not know how much space and bandwidth you will be using then let us know exactly what type of website you will be running so that we can make an estimate on what resources will be used.

Everyone will have an issue at some point. Its how its answered and when that is important. Certainly for business critical sites.

Well, I think the 24x7 good quality support is what is most important in the web hosting industry and unfortunately only some of the hosting providers offer this kind of support.

Also, the web hosting provider should offer good deals on long term commitments and one should be able to upgrade to a higher package at any point of time without any inconvenience.
