Who should group be?

The webhosing company that I was on their server became unstable. I quickly moved to another server, but I am not the group that owns my top level directories (public_html) when I try to go from images using the ".." in my ftp program (gftp) it wont work. shows group owner as 99 or 12. Shouldn't it be me? I had to keep loging out and re loging in to change directories. Could this have anything to do with c-panel requirements? I now have c-panel. Used to have DA-panel
