Cheap and reliable - plus been around a while?
Yes, the title is probably a contradiction in itself. However, I'd like to pay about $15-25 a year and get reliable hosting for it.

bizarre-host seems good, but they've only been around 2 years. Are there any companies that are in that price range and have existed for quite a while? Cpanel would be a plus.

two years in a industry that hasn't been around that long is a decent time. Web hosting has changed in the last 3 years. I suggest dong the normal research. Question them, call them up, hell send me a letter to verifiy there location.
