Cheap reliable hosts

I am looking for cheap reliable hosts which support apache (or has apache?) and

offers for about a dozen unique c class ip for about a dozen domains (registered elsewhere)

< $10 /month

bandwidth.. etc capacity not very important. uptime ratio must be ~high (say 99.9+.)

I don't recommend trusting your livelihood to cheap hosting. I have learned that the hard way.

You get what you pay for. Don't believe anything that sounds too good to be true - it is.

So, the short answer is no, I can't recommend any company for under $10/mo.

No. 10 IPs, each from different block, and each used for 1 or 2 domains, total 10.

There must be many such companies around but research is very time consuming.

If you are looking at using cheap hosts at least look at when they started their operation, you don't want to go with at host that just started out. Also if you are looking for 99.9% Uptime ask for their stats, I am sure they'll be happy to show them to you.

I have used AQHost for the last 3 years. The uptime has been great. The price is pretty good for a shared host.
