I'm pretty sure Swedish providers aren't required to keep any logs or provide any information to the authorities, so that might be a good start. As far as I understand, Sweden has been the most protective of Internet privacy and free speech. Mind you, there are dark forces at work in the EU that are looking to "harmonize" the laws across Europe to be more restrictive. I guess it depends who would be upset with you for the content of your site and what they'd be able to arrange with any given country. Look into it, be careful, and do it as anonymously as possible.
