Depends what you're looking to achieve. Why do you want to go to the cost and effort when most people either want Plesk or CPanel?

We actually looked into this a few years ago. We were mainly a cpanel shop but administrative issues and lack of some features had us examining. We decided to stay with cpanel and directadmin but depending on your needs that choice may differ for you.
The cost of building your own would be worth it if you needed specific features or it improved administrative tasks or made things easier on customers.

It is recommended to provide leading control panels in webhost industry like Cpanel or Plesk as clients are well aware of these control panels and will inquire for the same while purchasing hosting account with you. Moreover, it is easier to migrate a hosting account and integrate website with these control panels.

Creating and maintaining a high quality custom control panel is very expensive and needs great skill. Only large hosts can afford such things. Even if you get a good one, people may not be excited about it. Most people prefer control panels like cPanel, which they know, which makes it easy to move from one host to other - most hosts offer free cPanel to cPanel site transfer, which is just a few clicks.
I would strongly suggest you to go with cPanel or directadmin.

I will also add that some of the bigger hosts build off from the pre-built control panels. They custom code additional features or workarounds.

Having to learn a new control panel might drive potential clients away, rather than attract them.

Keep in mind that finding reliable developers/programmers that will stick with you in the long run, can be quite a task in itself. Countless projects, of even less complexity, have been abandoned by a developer half way. Creating a new web hosting control panel is not the easiest of tasks.

I have to agree with Pingpipe. Customers want a Control Panel that they are familiar with, so that they can get their sites up and functioning quickly and effectively. The easier it is for a customer to control their sites, the happier and more productive they are. cPanel offers support, in most cases for free. With a custom Control Panel, you would have to rely on only a few people to fix any issues you might encounter.

A custom control panel similar to what already available is always a good idea. How ever, when you offer a custom panel, make sure you have a well covered documentation.
Most Important Thing: You will need a group of Qualified Server Admins and programmers. Why> You need to make sure everything is organised, optimized, secured and updated.

If they have the skills to build a fully functional control panel, then you at least know they aren't some fly by night webhost. I myself would go with a host that at least used an existing control panel like cPanel with modifications/addons/plugins.

I don't like it when resellers or hosts provide a different control panel other than cPanel. cPanel is an industry standard that everyone aspires to...Why change that?

CPanel is the most popular and usable.
Why should one to invent something new?

I commend you for wanting to innovate and build your own control panel. But as all others have stated, most customers already have a preference for cPanel/Directadmin or the control panels that are already available and they're familiar with. So I'm not sure the cost of developing the new control panel would be worth it in the long run.
