There is one that will host without ads VERY cheaply (1USD = 6,000 ad-free page views) or you can get the money for it in the Support Forums (1fBuck = 1 ad-free page view).

They are of course Forumer.

They host IPB and phpBB for free with cool domains ('.tt.cx', '.999.org' and '.x.am').

They also have a Modification Database (fMods) and you can use them to completely customize your forum.

They also have a free image host (FileHive) and they can host up to 1meg per image and 10meg per video.

Forumer has a lot of features and ad removal is very cheap and if you post on the support forums, free.

I doubt you will get even fairly support & uptime from free host providers. Best to go for Paid one IMO.

phpBB has a simple, user-friendly interface, a helpful FAQ and a generous administrator control panel.
You can choose the databases server (MySQL, MS-SQL, PostgreSQL or Access/ODBC), the functionalities (at first I was a little discouraged by the mods installation process but I found great support on the online community and the documentation they provide answered all my questions) the skins... Everything is customizable so you can create a free forum you wish.

It is a lot like vBulletin and I do mean a lot like it! At one time it was a reverse engineered clone of vBulletin and they were ordered to take out any and all vBulletin coding. Yet, it still remains one of the more impressive free forum softwares available - in my opinion.

It's like the poor man's vBulletin, when you want the best but can't afford it - then get the next best thing (they even have a vBulletin skin available.)

If you are serious /atleast somewhat serious about what you do, go with a paid host. For just $6-$7, you will get a decent host with good uptime. Even with a very small traffic, you can make much more money than what you spend for hosting.
