what server specification do I need for social networking?

I am doing on social networking project and I am wondering what specifications of server do we need so I can send it to my programmer to find proper hosting. I have no idea about it, please can you help me.

We are expecting at starting about 4.000 registered users.

Sorry but it is not how much I have so much I would spent. I would like to pay only so much as I need.

If only 1% of users are going to be normally online and never more than 10% what specifications do I need?

I am not asking about if I need vps or dedicated server but deeper: What sql queries how much space, ...

There aren't any specific social network hosting requirements, you will need lots of bandwidth and disk space, and since you expect so many visitors (is it grounded, btw?) CPU usage will be significant, VPS or dedicated server should be your choice.
You can't get the answer how much space you will need, you'll have to answer it yourself, it alll will depend on how popular your site will be and how much will be added by users.
