Long term contracts scare customers away. That helps reduce price, but when people become interested they do not want sign up for big retm contract.

You gotta try HostGator. They offer cheap hosting. If you buy their "Baby" package, there is this discount for only $0.01 in your first month with them. HostGator has this cheap 1 month billing cycle. I highly recommend them.

There are some web hosting companies which offer webspace as low as $1-$2 per month. But their webspace is too small and you may not be able to host many websites under one account.

I think $5-7 per month for reliable, multipledomain with lots of webspace is quite reasonable to start with for shared web hosting.

If you are looking for dedicated hosting, the lowest I have ever seen is around $29 per month. It is serverpronto.

In regards to siteground, I am not bashing the product or service they offer. But their site has been down for the last 3 days, it has only recently popped back up.

In my opinion Bluehost is ok, But I had performance issues with them, So remains Hostgator which I thought was perfect for a starter.
