I believe that SSL certificate is somethinfg separate and do not provided with web hosting providers and that's why that cannot be free.
BTW do you own one?

SSL certificate could be available free at many web hosting providers.

I think you are looking for web hosting which provides free SSL certificate.

You can try to exchange anything for SSL certificates, say your own services or points at some other forums. Or you can try to look for verisign.com, thawte.com or namecheap.com discounts.
Also often SSL cert are included into hosting plans for free, I have seen this in a2hosting.com plans.

I think Comodo offer free SSL together with their free firewall and antivirus campaign. You may want to check it out or even try it.

You can get a shared SSL certiificate at most hosts, for free or a low price. But you wnt be able to use https://yoursite.com, instead it will be like: http://ipaddress/~yourdomain.
