Speed may be the same, but overall visitor experience may not; depending on the nature and construction of your sites, latency can be noticable even just through browsing. You will also find that more local uploads/downloads tend to run quicker - but that varies a lot depending on the quality/diversity of your own connection and the various networks involved.
Another reason for hosting in the UK (or EU at least) is data protection law; although legally possible to host personal data in non-member states, it can be legally complex to resolve. In almost all cases a website will fall under the DPA, so if you're an EU person/organisation/business or collecting personal data from them you should (technically) be compliant.
So no, it's not the same - there are good reasons why people want to host their site in a specific location that isn't always the US.

As above, there are differences from both site owner and visitors' points of view - it's just a question of what you're doing as to what's most appropriate. It's interesting that those strongly advocating US (or UK) for that matter are generally those who have hosting in one,
or the other.
I try to evaluate a customers needs fully and advise regarding the best solution for their specific needs. Yes, if you're wanting the cheapest option US is definitely ahead of UK. If you have other needs UK
may be more appropriate...
