Question Menu item changes when you mouse over it

A customer has a menu with three items, like this:

Bicycles
Cars
Planes

When the user moves the mouse over the Cars item, the text "Cars" is changed to "Go driving!"

I advised the customer that this would be poor usability, but I don't have anything to back me up.

1. Am I right?
2. Is there anything out there to back me up?

Any help is appreciated!
