Blog or CMS, which has better article submission software?

I'm in need of a blog or CMS that allows for visitors to my site to be able to submit small articles or testimonials that they create themselves and submit to the website for review prior to publish.

The articles/testimonials/etc., that are being submitted may be created by people with very limited knowledge of anything web so the submission process needs to be easy to use and completely user friendly.

My primary concerns are as follows:
  • Aesthetic Layout with good functionality (similar to MS Word).
  • Security (frontend and backend).
  • Spam/bot control.
  • Notification management
    1. Webmaster and submitter notification on article submission.
    2. Webmaster and submitter notification on article publish.
  • Limited profile management.
  • RSS Capability.
  • Social Media Capability.
  • Ability to comment on user submitted/published articles.
  • Auto submit to search engines if possible (similar to VBSEO).
  • Linked to a Sitemap if possible.
I know Joomla has plugins such as Front End Article Manager but I'm not sure if this is what I'm looking for? It seems more like blog software than anything but since I've not used it other than the demo I may be off the mark in my opinion.

Any insight into the above is greatly appreciated.

I would say go for Joomla Full CMS, even if blogs are too current, Joomla is too more customizable to feet any of your needs.

Seams to me that wordpress would be good fit using a plugin
