So he meant a browser plug-in/add-on toolbar like google/yahoo. :/
It could have been the original built-in bars of buttons etc in most programs. - I hoped he might want to adding in in-website bar of tools to help people use his website, (some web applications make use of tool-bar style interface as
re-using established conventions helps make you site intuative to use), but never mind!
