The buttons are spaced out in IE too and not in FF.

Also have to disagree with that, 800x600 users are in the minority, that isn't to say designers should ignore them, I still personally design many sites at fixed width 770px. It seems from looking at sites such as CSS reboot that many designers are now designing fixed width for 1024x768, by placing the less important stuff in the far right of the design, these sites are still usable by 800x600 users though they will obviously get horizontal scroll bars. The W3C stats from Jan 2006 have 800x600 users at 20% of course there are exceptions, the best thing to do as kristeejo mentioned is to look at the stats for your own site.

Note that those are not W3C stats, those are the stats for W3Schools. 20% is still huge, and if you add to the fact that most people visiting a site like W3Schools are more likely to have a higher resolution (because they are more computer-literate), the actual real-world percentage is much higher. Even still, would you throw out one fifth of your traffic?

It all depends on your audience, definitely. My audience tends to be around the university that I work for, meaning students and other educational institutions. These groups are definitely not 20% 600x800. Though I badly assume similar audiences for others, sorry.

yeah it is - found something quickly didn't realize it was ood, however, I do disagree that few are using a resolution of 800x600. Again, it only matters what the stats for your site are saying..
