obviously not right, (apart from the subjective bit)
firstly you can design things that are not visual in any way, secondly you can design sites to be as heavy or light as you like the programming can only go so far to reduce the load. Of course a lot of the time not enough is done on the programing side, but I would guess that more often than not it is a lack of design that is the problem, in other words the design is not complete and there is no direction for the programming so the programmer makes it all up as he goes along and it works badly, (at least in non-commercial cases).
Idealy a complete design will keep load (users' cognative load and CPU graphics and bandwidth load) down while not compromisng the success of the site. Making the best use of what load they can put on the users and computers is the key, equating to efficiency.
